Background of the Study
The need for personalized education in secondary schools has become increasingly apparent, particularly in regions with diverse student populations and varying learning needs. In Maiduguri Metropolitan Council, Borno State, traditional classroom instruction often struggles to accommodate individual student differences. The design of an AI-powered intelligent tutor system offers a transformative approach by providing tailored learning experiences and real-time feedback to students. Such systems leverage machine learning, natural language processing, and adaptive learning technologies to analyze student performance, identify learning gaps, and deliver customized instructional content (Abubakar, 2023). By integrating these advanced technologies, the intelligent tutor system can simulate one-on-one tutoring, adapting to each student’s pace and learning style. This personalized approach not only enhances understanding of complex concepts but also increases student engagement and motivation.
Moreover, the AI-powered system provides educators with valuable insights into student progress, enabling data-driven decisions to improve curriculum design and teaching methods (Suleiman, 2024). The system’s ability to continuously learn from student interactions means that it can update its instructional strategies in real time, ensuring that the tutoring remains effective over time. Despite its potential, the implementation of such a system in secondary schools poses challenges, including the high cost of technology, the need for technical training for teachers, and potential resistance from stakeholders accustomed to conventional teaching methods (Ibrahim, 2024). Data privacy and ethical considerations in the use of AI for educational purposes are also critical issues that must be addressed. This study aims to design an AI-powered intelligent tutor system tailored for secondary schools in Maiduguri Metropolitan Council, evaluating its potential to improve academic outcomes and support a more personalized, efficient, and engaging learning environment (Abubakar, 2023; Suleiman, 2024; Musa, 2025).

Statement of the Problem
Secondary schools in Maiduguri Metropolitan Council currently face challenges in delivering personalized instruction due to large class sizes and limited resources. Traditional teaching methods often fail to address individual learning needs, resulting in gaps in understanding and decreased academic performance. Although some schools have attempted to use digital learning tools, these solutions generally lack the adaptability and responsiveness required for effective personalized tutoring (Abubakar, 2023). The absence of a robust intelligent tutoring system has led to a reliance on uniform instructional methods that do not accommodate diverse learning styles. Furthermore, the integration of advanced AI technologies into the existing educational framework is hindered by financial constraints, inadequate technical support, and resistance from educators who are skeptical about the reliability of automated systems (Ibrahim, 2024). Data security and ethical concerns also complicate the deployment of AI-powered systems in classrooms, where sensitive student data is involved. These issues contribute to suboptimal learning outcomes and hinder the overall effectiveness of educational interventions. This study seeks to address these problems by designing and evaluating an AI-powered intelligent tutor system that can deliver personalized instruction and improve academic performance, while also considering the financial, technical, and ethical challenges inherent in its implementation (Suleiman, 2024).

Objectives of the Study:
• To design an AI-powered intelligent tutor system tailored for secondary school students.
• To evaluate the system’s effectiveness in improving personalized learning outcomes.
• To identify and propose solutions to challenges related to implementation, cost, and data privacy.

Research Questions:
• How effective is the AI-powered tutor system in addressing individual learning needs?
• What are the primary challenges in integrating AI tutoring systems into secondary schools?
• How can issues of cost and data privacy be mitigated in the implementation process?

Significance of the Study
This study is significant as it explores the design and implementation of an AI-powered intelligent tutor system, which could revolutionize personalized learning in secondary schools in Maiduguri Metropolitan Council. The outcomes are expected to enhance student engagement, improve academic performance, and provide educators with actionable insights to support diverse learning needs, contributing to overall educational improvement (Abubakar, 2023).

Scope and Limitations of the Study:
This study is limited to the design and evaluation of an AI-powered tutoring system for secondary schools in Maiduguri Metropolitan Council, Borno State, and does not extend to other educational levels or regions.
